The fire broke out Sunday afternoon when flames erupted in the central-area block, sending smoke billowing through the structure.
No one was hurt, but firefighters had to use a ladder to rescue a person from the second-storey.
Police say a suspect was alone in his suite when he allegedly started the fire and then left the block.
He was located a short time later and arrested without incident.
