Officials say the fire broke out after 3 a.m. Tuesday at the housing development (near Ninth Line and Vivian Creek Road) and by 6:30 a.m. was mostly extinguished.
The fire is not being treated as suspicious and officials say the homes were being heated with portable heaters while under construction.
However, the cause of the blaze is still under investigation.
No injuries were reported as a result of the fire, though one officer was treated for minor injuries after slipping on ice while at the site.
There is no immediate damage estimate.
