There were no reports of serious injuries.
Witnesses say there was heavy rain just before the bus veered off the westbound lane and flipped on its side.
The bus was carrying mostly young skaters and their coaches.
Grand Falls-Windsor fire Chief Vince Mackenzie says paramedics and police were already on the scene by the time he arrived.
“There were approximately 20 people on the road — adults and children, standing in the rain and the wind,” he said.
“It was a very slippery road … As you can well imagine, everyone was overwhelmed. We had everyone to the hospital within 40 minutes.”
Emergency crews were at the scene near Beothuk Park for several hours.
