The agency says there were no reports of injuries after the fire around 6:30 p.m. Thursday at 168 St. James St. near downtown Saint John.
Some of the residents, ranging in age from their 20s to 80s, are staying with family and friends while the Red Cross has arranged motel rooms for the others.
The fire was quickly contained, but there was smoke and water damage in several units of the three-storey building.
Authorities are trying to determine the cause.
