Manitoba declares provincial state of emergency
July 4, 2014, Winnipeg - Manitoba is declaring a provincial state of emergency and is asking the Canadian military to help fight a surge of floodwater coming from Saskatchewan.

Premier Greg Selinger says calling in the army will help protect people from a flood that could topple records set in 2011.
He says he has spoken to Prime Minister Stephen Harper to brief him on the situation.
Selinger says the province needs military help to shore up dikes along the Assiniboine River.
Military reservists helped the province sandbag and reinforce weakened dikes in 2011.

Officials say the situation is ramping up quickly and the flood crest could arrive in days.
