Nicolas Martel says when he got to the Oasis seniors residence early Sunday morning, the structure was in flames and people were trapped on the balconies.
He says police and fire officials got everyone out using ladders or carrying residents out of the building in Terrbonne, northeast of Montreal.
One 94-year old woman who was taken to hospital in serious condition later died.
A dozen other people were treated for smoke inhalation and most were released.
Police are treating the fire as suspicious, because firefighters have reason to believe the blaze may have been deliberately set.
