This panel will look at solutions for emergency vehicle technician sharing between rural departments, the importance of mentorship and training opportunities.


Chris Dennis
Chris Dennis is the Chief Mechanical Officer with Vaughan Fire and Rescue Service and has been with the department for nearly two decades. Chris also writes the Tech Talk column for Fire Fighting in Canada.


Jason Tomlin
Jason Tomlin is the Manager of Fire Protection Services for Thompson Nicola Regional District in Kamloops, British Columbia. He has been an emergency services supervisor in Thompson Nicola Regional District for 22 years.


Terry Stewart
Terry Stewart is a 30-year veteran in the fire services. He started his career with the Cayuga Volunteer Fire Department in Ontario in 1987, completing 15 years of service to the rank of Deputy Chief. In 1998, Terry joined Mississauga Fire & Emergency Services in Ontario. During his tenure with Mississauga Fire, Terry was a Fire Officer II, NFPA 1041 Instructor II, chaired the apparatus spec committee, Blue Card Trained, Pro Board-Certified Incident Safety Officer Instructor through the FDSOA, and a Georgian College degree in teaching adults. Terry sits on the EVT Certification Validation Board. Terry is red seal licensed in 310T,310S, and EVT Certified.

Terry was elected to the FDSOA board in 2012, Terry is now serving FDSOA as the Vice-Chairman. He brings a strong understanding of the needs of volunteers and professional firefighters. Terry prides himself on the PMR for the development of the new FDSOA Emergency Vehicle Technician program. Terry has a passion and strives to bring current practices and training to fire department EVTs.


Jason Whiteley
Jason was appointed Fire Chief of North Bay Fire and Emergency Services in September of 2016, and has more than 33 years of fire service experience in the management of fire operations, including business administration, emergency management and response, fire prevention and education. Jason has many certifications and diplomas including Fire Protection Engineering, Ambulance and Emergency Care, Municipal Management, Human Resource and Employment Law, Alternative Dispute Resolution and Mental Health Leadership.

Jason has also represented the fire service on several provincial, national and international committees and organizations and was the vice-president of the Ontario Association of Fire Chiefs. Prior to being appointed Fire Chief for North Bay, Jason was the Deputy Fire Chief for the City of Woodstock and before that he was the Deputy Fire Chief of Norfolk County. Jason began his career as volunteer firefighter with the City of Burlington Fire Department in 1989; then spent 17 years with Mississauga Fire and Emergency Services with various roles and responsibilities before moving into the management ranks.
