Nov. 21, 2013, Grand Falls-Windsor, N.L. – The mayor of the central Newfoundland town of Badger says a state of emergency has been declared because of a winter storm that has knocked out power.
Mike Patey says without power and water, officials had to make the decision.
The water in Badger stops running when the power is out.
The town's water supply is being run directly off its pumps while a new water tank is being constructed.
Patey says the town hall has been set up as a command centre and the Canadian Red Cross is helping supply water.
Heavy winds and snow have triggered power outages throughout western and central Newfoundland.
